An extremely difficult situation in regard to the work of the Nonlntervention Committee has arisen in consequence of yesterday's incidents, which culminated in a temporary withdrawal of German and Italian representatives. The position was reviewed by the chairman 's Sub-committee, and it was left to the chairman, Mr. Euan Wallace, to call a further meeting when he thinks the time appropriate. The question of (measurea that would ierve as a guarantee against the repetition of any such incidents is being actively pursued." A further question that is engaging elose attention is that presented by the existence of a gap in the controi scheme. The withdrawal of the German and Italian fleets means that the Bpanish eastern coast ceases to be watehed. It is hoped that this may prove to be only temporary. In the

meantime it is noted with satisfaction that Germany has indieated that she dces not intend to dissoeiate herself from the poliey and practice of noniutervention, and her merchant vessels continue to, comply with tlie requireihents of the supervision scheme. The Bvitish charge d'affaires at Valencia has been instructed to lodge n protest with the Spanish Government in regard to the air attack on May 26 when bombs fell near the British de■troyer Hardy. The satisfaction of the British Government has been conveyed to the Spanish Government at its readness to indicate a safety zone otf Palma, and the hope is expressed that there will be no repetition of thc recent incidents.
