OFFICIAL VIEW OF "INCIDENT" In Return For Attack On Warship GUARANTEES ASKED

t By Telegiaph-

(Eeceived 1, 10.30 a.m.) BEELIN, May 31. An official communique states: "As a reprisal for the criminal attack on the Deutschland while lying at anchor, the fortifled barbour of Almeria was bomharded by the German naval forces this morning. The reprisal concluded after the harbour works were destroyed and the coastal batteries silenced. "Germhny's deeision regarding the reprisalB was naturally taken independently. German warships in Spanish waters have been ordered to fire on any Spanish aeroplane or warship apixroaching them." The communique also states: "Germany 's representative on the NonIntervention Committee, Herr von Ribbentrop, has been instructed to submit offieially coroborated evidenee of the attack on the German warship and notify the committee of this Government 's deeision not to participate in the control system or on the Non-Inter-vention Committee as long as there is no absolute guarantee given that such acts will not reeur." German officiala insist that the Deutschland .had a perfect right to berth in Ibiza harbour, because, under the control system, shipa off duty can cnter the three-mile zone and anchor wherever they deem fit. The Deutschland sailed for Germany from Gibraltar after twelve more •sailors had been sent to hospital. Twenty-three injured are alref.dy in hospital, four being in a critical condition. The damage to the Deutschland consists of a hole in the qnartardeck and a hole in the starboard side of the forepeak. With a glaring heading: "We demand satisfaction, ' ' the Berlin paper Mon Tag declares that the attack on the Deutschland was the "work oi pirates and buccaneers carried out with the full approval of the Bolshevik authorities at Valenica." It gods on to deseribe the Non-Inter-vention Committee a3 "common murderers/r alleging that they sabotaged steps to safeguard and control the warships. Paris political circles refuse to believe Germany will take the respon- , sibility of measures having grave inter1 aational consequences.
