MR. PAULSEN AGAIN ELECTED AS CHAIRMAN

WAIPAWA, This Day. .The annual etatutory meetdng of the Waipawa County Council was held at noon yesterday. Present: Mr N. M. Paulsen (chairman), and Crs. B. Gray, T. Butler, L. Glenny, C. Bainbridge, and C. Thomsen, The chairman submitted his report on the financial position of the county, and the work done during the year. He thanked the members of the council for their hearty 'support and co-opera-tion throughout the year, and expressed pleasure that the period under review had agadn passed without dissension of any nature. On the motion of Crs. Glenny and Gray the chairman 'e report was adopted. In conneetion with the reference in his report to the Telephone Department, the chairman explained the position of the county telephone system, which is the largest in New Zealand outside tlie Government service. The lines extended north and south from the Hawke's Bay county boundary to dhe boundary of the Dannevirke county and to the Ruahdnes in the west. The cost to the subscribers of this service was £5 per year, plus proportion of cost of installation and maintenance in the first year only. Cr. Butler, who was elected to the council during the past year, thanked the chairman for the vaiuable assistanee which he lia.d always been ready to give. Tributes were also paid by other members of the council. The county engineer, Mr V, E. Douglas, presented a detailed report of the operations of his department during the year, wi,th a wealth of information as to the costs, use of plant, and materials used in 'each riding. \ The chairman, in moving the adoption vof this report, congratulate.d the enginder on dts very -coinprehensive nature, containing as it did information which would be of the gre^test apsdstanee to councillors. It wjts undoubtedly the finost report ever presented to the council. Mr Paulsen was re-elected as chairman, this being the third occasion on which he has occupied the chair. Cr. L. Glenny was re-appointed as deputychairman. Tlie whole couneil was appointed as a finance committee, and the chairman was eleeted as the county 's representative on the Distriet Highways Council. The meetings will continue to- l;e held on the second Monday in each month at 11 a.m. The chairman 's travelling allowance was fixed at the same figure as dn the past year. General Business. Prior to the annual meeting general ousineos was dealt with as umier; — J. Pjerry wrote asking-that attention be given to drains rumnng parallel wi.th his property between "Waipawa and Waipukurau. — The engineer explained that this dradn was involved in the dispute concerning the maintenance of the water-course, concerning which complaint had been made by Mr Theobald. The chairman stated that the drain had been diverted to the county road at the request of the owner3 of adjoinmg properties, and there was an important legal point involved. The engineer stated - that Mr Perry 's compladnt was that the water flowing down the drain was scouriug. under his fence and he asked for remedial measuree. ' On the motion of the chairman the engineer was instructed to arrange a conference between the riding members and the owners of the properties, when failing a satisfactory solution being arrived at, the matter be left dn. the hands of the engineer and riding members. The socretaxy of the Central Hawke's Bay Power Board advised that a 5 per cent. discount would in future be allowed on lighting accounts. — The chairman said the reduction was due. The secretaTy of the Counties Association advised that the annual conference would be held in Wellington in August, and remits should be forwarded not later than July 10. Limbrick Bros. apologised for inlerference Tvith telephone lines by one of their staff. The interference was caused through a misunderstanding on the part of the workinan engaged on tlie jcb, who did not realise his action would throw the county line out of commission. — Explanation granted. G. H. Hodd, Takapau, asked for n reduction in the sanitation charge owing to- his ehop having been unoccupied since December. — Consideration deferred until end of June. t ln reply to the chairman the engineer stated that he had received a circular asking for partiicnlars of back country roads, with a view to making a grant to give improved access. The engineer's proposals cmbodying estimates for Public Works Dcpartmeut works during the coming year were approvcd.
