The rebel leader, General Franco, has sent a Note to the League of Nations protesting against the presence of a delegate of "Red" Spain at the League of Nations meeting, and alleging numerous infringemdnts of the Spanish constitution by the Valencxa Government. General Franco extols the freedom, social reforms, religious tolerance and discipline of his own side, which- 4i!is master of two-tixirds of Spain, all of the cOlonies and half of the population." A cable message on May 23 annoixneed that Senor Del Vayo, the late Spanish Fofeign Minister, Would represent thb Valencia Government at the League of NatibnS meeting.
