TOKIO, May 20. "Politically the Pacific is secure," declares the newspaper Yomiuri Shirabun, commc iting on Mr Lyons' proposal to eall a Pacific conference. "The Powers bordering ,on the Pacific do not intend to break the statns quo, bnt existing trade restrictions must be adjusted in order to make security effective. ' ' The Asahi editorially agrees in principle with Mr Lyons' idea and contends that the conference should be dcvoted to economic problems and the distribution of natural xesources. The Asahi says: "There are ample precedents to prove that military pacts, for securing peace tend to foment trouble." The newspaper Hochi • doubts the possibility »of concluding a Pacific nonaggression pact which must be preceded by a definition of "aggressor" and the promition of collective security.
