WAIPAWA BOROUGH COUNCIL

PEOPLE CONGRATULATED ON . CORONATION DISPLAY

WAIPAWA, Last night. The xnonthly meeting of the Waipawa Borough Council was held last evening. Present: The Mayor, Mr. C. G. E. Harker, and Crs. F. Eagle, H. T. Limbrick, J. Barker, E. Ma-cGregor, and W. M. Murray. The Borough Overseer, Mr. R. Petherick, was also present. Leave of absence was granted Cr. F. R. Furminger. The Mayor referred to the suceess of the Coronation eelebrations, and said that the citizene of Waapawa and resideuts of the surrounding districts had every reason to be proud of the success achieved. Ha would like to congratulate the people on their very fine display of loyalty, and extended his thanks to the members of the council for their assistance, particularly Cr. Eagle, who had worked untiringly. Cr. Eagle briefly xeplied and paid tribute to the fine work done by the members of the council staff. His toki ark3 were endorsed by the Mayor, who also thanked the overseer for his services. A xesolution of thanks to the overseer. an.d staff was passed. The Mayor advised that the finance committee had met representatives of the Central H.B. Rugby Sub-Union to discuss the matter of rental for Coronation Park in the . present season. The union had shown a loss on the Waipawa ground last season, and as this year Waipawa had only a junior team the xevenue would be considerably less. The union representatives had suggested a rental of £5 as being a fair one in the circumstances. — On the motion of Cr. Eagle the rental of £5 was agreed to. No meeting of the Central H.B. Power.Board had been held since the last meeting of the council, so that no report could, be made at this meeting "on the council 's Tequest for a reduction of street lighting rate. The Commissioner of Crown Land© wrote advising that he could not recommend the subdivision of portion of the Domain for budlding sites in connection with the Govermnent housing scheme. — The Mayor said he had seen the Commissioner, who was adverse to the closing of any public playing areae. Cr. Murray suggested that in view of the attitude taken up by the -Commissioner at should be aseertained what areas are available should the Government decide to build in the town. *. The Waipawa District High School wrote regarding water charges, and requesting an estimate of the cost of repairs of present metere. — The Clerk reported he had advised the committee that these meters were not repaarable, and the seeretary had since advised that two new meters would be installed. "No Parking" Area. The Union Brewery Co., Ltd., wrote with referenee to the council 's decision to declare a portion of Waverley street in front of their premises a "No Parking ' ' area, and lodging an objectdon to the proposal, and iequesting the- council to again review the position. — The Mayor advised that he had made an inspection with Cr. Eagle. Constable Moss and Traffic Inspeetor Yates, following on receipt of this letter. They had also gone anto the position as outlined in the Motor Yehicles Begulations, and it seemed quite definite that the area referred to was properly a "No Parking" area, and the rescission of the resolution passed by the council would not assist the objeetors. The council, he t^ought, had acted wisely in making such a decision, and by erecting ''No Parking" eigns they were only acting in complianco with the Act. Cr. Barker said he thought the "no parking" area was unnecessary as there should be amplo roorn at this corner. Cr. Limbrick said this was definite! y a bad corner, and dt was decided that the Brewery Company be advised that the eouncil had decided to adhere to its original decision. The Transport Department advised an alteration in the law relating to motor drivera' licencesj and thajt same would in future be lissued by the Post Office. — The Mayor said that there were two objections to the proposals. First, the loss of local control and the local knowledge of each case gained in a local body office; and second, the deerease of xevenue by loss of drivers ' licence • f ees. In connection with this matter the Tauranga Borough Council wrote advising that they were objecting to the proposals and requestiing the support of the council. Cr. Eagle said he thought the council should support the o'bjcctions beirig made by Tauranga, as with the chango of control from local bodies the personal touch would be lost. On the motion of Cr. Eagle it was decided to lodge an emphatic protest to the proposal. Approval was granted .to a riglit-of-way to Messrs. Limbrick Bros.' property in Ilogh street, and also to Ihe Subdivision of a property in Union street. 33 and Members' Resignation. Tho Waipawa Municipal Band members forwarded their resignatious owing to the lack of soJo playcra and the difiiculty in carrying on. — Cr. I.imbrick moved that the resignation of the band be accepted and the instruments and uniforms be reealled, tho discussion liaving been taken in committee. The MayOr and Town Clerk are to make arrangements for the packing and storing of the uniforms and instruments. Cr. Limbrick inquired as to the position with referenee to the piano and string bass used by the municipal orchestra. — The Mayor advised that the

ownership of the bass was vested in the council and that Mr. W. I. Limbrick was trustee of the piano during periods when the band and orchestra wero in xecess. It wae decided to continue the tenancy of the band-room till the end of June and if necessary then to find proper housing for the instruments. The council expressed regret at losing the services of ■ the band, but appreciated the difficulties affecting the position. The reports of the gas manager, overseer, and health officer were adopted. The Mayor referred to the removal of flags from the civic decoratione by unauthorised persons, and suggested that the matter should be placed in the hands of the police. Each flag was carrying the council seal. This proposal was adopted. The Health Inspeetor reported that it was not poseible to anstal the borough sewerage service at the residence of Mr. S. Grant, and a septic tank would be necessary. The matter was left in the hands of the Mayor and the Overseer. A number of quotes for the supply of a flame-thrower were before the council. On the motion of Crs. Eagle and Murray it was decided to purchase a '"Four Oaks" flame-thrower. Mr. E. J. Maher tendered his resignation for the position of bandmaster and caretaker of the theatre. — Accepted. The Mayor adviised that arrangements had been made with Mr. Angell to carry out the duties of caretaker and suggested this arrangement be adhered to for a month wh#n the position could be Teviewed. "Riis proposal was adopted. The financial statement to March 31, 1937x was received. Votes of Thanks. The Mayor moved that a vote of thanks be aceorded to the members of the Waipawa and Waipukurau Bands ior their valued assistance in connection with. the Coronation eelebrations. Cr. Limbrick referred to the good wor!4 done by Mr. F. M. Tickner, and a vote of thanks >vas passed. Letters of appreciation are to be forwarded in each case. Mr. Petherick^ replied on behalf of the staff. The Mayor advised that the Overseer had prepared an estimate for the kerbing and channelling in Melville street. Cr. Limbrick suggested that both sides of the street should be done in view of the iact that the school would shortly be erected near there and a portion of Union street closed. The Overseer said that one side of the street .was concreted to Union street, but the footpath required attention. On the motion _ of Cr. Eagle it was decided to proceed with the work. The Town Clerk 's salary was increased by £26 por annum. Gr. Eagle said that all accounts in connection with the Coronation were in hand and amounted to something like £75. This expense would be practically covered by donations which had been received. He suggested that in the circumstances the council should purchase Coronation medals for presentation to the school children. On the motion of Crs. Eagle and MacGregor, the purchase of sufficient uiedals was authorised, Officers' Reports. The Overseer reported: — Thirty-five chains of the bush drain have been cleaned. Trees in Waverley and Victoria streets have been pruned. Soil has been carted to Jull Park and 42 yards of pit metal from Waldrom's quarry to various streets in the borough. Twenty tons of coal was carted to the gasworks and the usual rubbish removal made. Jull Park has been sown in grass and is now ready for tree plantmg, The borough staff and lorry were^ engaged for three days erecting decora-' tions in the streets and park for tho Coronation eelebrations. Twenty of the flags used ior decorations were fltolen on Coronation night. The gas manager 's report read as follows: — The gas made during the ifionth was 328,000 cfft. as agr^nst 321,800 c.ft. last year, an increase of 6200 c.ft. Coal carbonised, 23 tons 5 cwt. 1 qr. Average make of gas 14,100 c.ft. per ton. One new service has been made in McGreevy street and cooker installed. Cleaning consumers' fittings and the usual work at the gasworks has been done.
