Italian-German Actions In Spain (Eeceived 7, 12.310 p.m.) GENEVA, May 6. Senor Delvayo has decided to appeal to the League Of Nations against continued Italian and Germaii intcrvebtion, urging the Council to send a comxnission to investigate the Spanish Government's aflegations Interviewed before hds departure for Valencia, Senor Delvayo declared, "The xnost authoritative interpretation of the Italian-German conversations, which coincides with my informaiion, suggfests for a certainty that we are on the eve of a new. big-scale Italian-Ger-man act of war/''
