On behalf of tlie citizens of Napier I desire to extend 16 tlie people of Hastings and yourself 'tkeir eongratulations and good wiskes upon the occasion of the 50th birthday of -your town. Your eommunity has well merited a halt by the wayside, for the journey down the past halfc, * century has not aiways been easy.
