Britain Would Participate if Success Likely (Received 23, 11.15 a.m.') LONDON, Apri] 22. In the House of Commons the Priine Minister, the Rt. Hon. Stanley Baldwin, said that the Government was willing to participate in a world conference provided there was adequate preparation and a likelihood of success.
