(Received 23, 11.5 a.m.) LONDON, April 27. Mr Norman Davis, who is visiting London, has informed President Roosevelt that the mqment is unpropitioua for contemplating an international ' conference. Mr Davis strongiy pointed out that any attempt to reach a general agreement on economie and armament auestiong would be premature, and doomed to failure, Mr Davis has now cancelled his i&tended visit to the disarmament conference bureau meeting at Geneva because he feels it will serv© no usefuj purpose.
