(Beceived 22, 8.45 a.m.) WASHINGTON, April 20. President Boosevelt ,in a message to Oongress, asks for fifteen million dollars for 1937-38 for relief. He estimated the Treasury deficit on June 30 at 2,557,000,000 dollaTS, while the deficit on June 30 was estimated at 418,000,000 dollars. The President pledges that every means at his disposal will '-e used to eliminate the latter. The public debt next June will xeaeh 35,500,000,000 dollars. ' Intimating that new taxation was necessary the President said: "It is a matter of common knowledge that the principal danger to modern civilisa-. tion lies in those nations which largely due to the armament race are headed directly towards bankruptcy. The proportion of the national budget which the United States is spending on armaments is far smaller in proportion to the Government income than that of the natioxxs referred to."
