(Received 21, 11.45 n.m.) ' LONDON, April 20. The British ship Seven Seas Spray ran the blockade of Bilbao and arrived there from St. Jean de Luz laden with 4000 tons of foodstuffs. Captain Roberts, who had his daughter aboard with him, slipped out of. St. Jean de Luz without informing the harbourmaster and seeretly assenibled a crew at dusk. The engineer 's wife also was on board. "We have shown that the blockade is tommy rot," said Mr. A. J. Pope, of Porthcawl, the owner of the Seven Seas Spray. "I wanted to prove that it was possible to get into Bilbao and asked the master to make an attempt. I was certain that what the Basque Government had told me was right. ' ' Mr. James Maxton and Mr. Feiiner Brockway, M.P.'s, were unable to take up the option to purchase a steamer to send food to Spain. A food cargo has been bought and will be shipped immediately another vessel can be ob tained.
