Independent Labour Project Detailed SUCCESS EXPECTED (Eeceived 19, 8.45 a.m.) LONDON, April 17. Mr. James Maxton, ehairman of the fndependent Labour Party, and Mr. b'enner Brockway, secretary of the party, secured an option expiring on April 20 on a British vessel in order to r,ake foodstuffs to Bilboa. They are dow trying to raise £40,000. Mr. Brockway explains the project as follows: — "We are taking the responsibility for raising the money from the public, with a view to the formation of a limited liability company among anti-Faseists. We already have every hope of sueccss. We are not accepting. gifts, but we are prepared to aecept loans on the understanding of possible ritsks- and the basis that when the task is fulfilled, the ship will be sold, and the loans repaid proportionately to the amount reeeived. We hope that the ship, which will bear a, British name will sail on April 21, proceeding to the three-mile limit under British proteetion, and then make adash for Bilboa. The Sunday Times diplomatic eorrespondent says that information officially reeeived in London does not eoniirm the Basque claims that the harbor entrance has been ctcared of mines, or tha,t shore batteries are able to protect ships in territorial waters.
