Great Precautions to Prevent Leakage (Reeeived 19, 12.5 p.m.) LONDON, April 18. The City does not expeet Budget surprises, though extraordinary precautions are being taken to avert leakages, including deferring the Budget Cabinet meeting until Monday. A tax on cosmetics and patent medieines probable; the petrol tax may also be increased or, alternatively, the higher horse-power tax imposed on cars. Five shillings income tax is considered inevitable.
