DEVELOPING LIBYA

Port To Be Built at Assab MUSSOLINI'S PL'ANS ROME, April 10. Mussolini announeed the new constitution of Libya at an Italian Cabinet meeting. The-Libyan Army Corps will consist of Italian troops, commanded by the Govefnor if he is a soldier. A loan of £260,000 will be granted to assist agriculture. The administmtive divisions have been revised, and the Ministry of Colonies will chanjj9 its name to the Ministry of Italian Africa, with enlarged premises in Rome. An amuesty will be granted to Libyans sentenced in the courts, ,A new port will be built at Assab to supply a new outlet for Italian East Africa.
