Italo Balbo May Replace Graziani MUSSOUNI'S PLANS (Received 10, 8.45 a.m.) LONDON, April 9. The Rome correspondent of the Daily Telegraph says it is stated in military circle8 that the Prime Minister, Signor Mussolini, has deeided that the Gover-nor-General of Libya, Air-Marshal Italo Balbo, shall feplace the Viceroy of Abyssinia, Marshal Rodolfo Graziani, at Addis Ababa. It is also reported that the Secre-tary-General of the Fascist Party, Signor Achille Starace, will replace AirMarshal Balbo as Governor-General of Libya, General • Graziani served in Eritrea from 1908 to 1913, and in Lybia in 1014. He was promoted a general of the air force in 1928, was Minister of Aviation from 1929 to 1933, and led formation flights from Rome to Brazil in 1931, and from Rome to Chicago and New York and back to Rome in 1933. He was promoted Air-Marshal in 1933, and in the same year became GovernorGeneral of Lybia. Signor Starace took part in the Fascist "March on Rome," and became Lieutenant-*jrovernor of Zone VI. He was assistant eecretary of the Fascist Party until 1932, and since then has been Secretary-General.
