The Rome correspondent of the Daily Telegraph says it is stated in military circle8 that the Prime Minister, Signor Mussolini, has deeided that the Gover-nor-General of Libya, Air-Marshal Italo Balbo, shall feplace the Viceroy of Abyssinia, Marshal Rodolfo Graziani, at Addis Ababa. He was assistant eecretary of the Fascist Party until 1932, and since then has been Secretary-General.
