A United Press Association copyright message from Mexico Gifcy states that a Government note to the nations of th© world says tliat Mex-ico will aid the Spanish Government in. every way she can, including Mexiean-made arms, but not foreign, regardless of sympathies. Tlie message states that Mexico's position is in accord with international law. A note to the League of Nation* made the charge that the present notiintervention activities constitnted & cloak to Faseist and Nazi aid to the rebels. Observers interpret the note as an iraplicit threat to resigu from the League,
