General Hertzog, replying to Opporftion criticism of the Government for neglecting South-west Africa owing to lack of definite policy, said the^ Go-r-ernment' regarded Soutji-west Africa as a nattxral part of the Unioa. " We are not prepared to allow it to fall into other hands. The Government "b policy is that it shonld not be restored to Germany," he Baid. He added that the Government had aDvays taken the view that the problem of South-west Africa was a psychological one and should be sOlved in co-opera-tion with Germany. He hoped It would thus be solved, and when the mandate expired Sonth-west Africa would take its n&turai place as part of the Union. Meantime the Government woiiT3 see that the territory was properly governcd.
