RIJGBY, March 31. To-day is the appointed day nnder t ihe Grovernment of India Act for the Inauguration of autonomy in 11 provinces of British India and the separation of Burma from India. On this •ccasion the King has addressed mesiages both to India and Burma. PrOvincial autonomy henceforth obtains over fcwo-thirds of the total area of India and affeets direetly a total population of over 290,-0(30,000. It involves the setting up of a toinistry in etch of the 11 provinces, responaible to the elected Legislatdre for a large and elearly deflned sphere ttf government in which the central jgovernment will have no say. Eaeh Jprovineittl governor must follow the Odvice of hig ministers except in a emall number of matters and in circumetances speciftlly defined in the Act. On the inauguration of the new Conptitution in Burma the Vicerdy of jlndia/ Lo'rd Linlithgow, has presented ia lilver mace to the Senate in Burm& ki aariing the separation from India, Another effeot of the constitutionai lehanges in Indi- is the ending after nearly one h'undfed years of the conneclion of Aden with the British Indian Admimstration.
