(Eeceived 2, 11.15 a.m.) BOMBAY, April 1. Members of the Congress Party organlsed a day of mourning for the Inauguration of the constitutlon. Business is at a standstiU and many processions are shouting defiant slogans, but few arrests have been made. Congress * Party demonstrations' throughout India passed resolutions daenanding the withdrawal of the constitution as perpetuating the domination of the Indian people. Among 15 person* arrested for organising a procession in defiance of the police ban was Jayaprakash Narain, eecretary to the- All-India Congress Socialist Party. - The Delhi correspondent of the London Times says: "Ministriea are funetioning in six provinces and Cabinets mre being formed in five others. Where the Congress Party is the strongest party hope hqs not been abandoned. Time and changing circumstances will cnable the Congress Party fully to participate. ' '
