Reason (or German Activity in Spain FLEET DISAPPOINTING (Received 31, 8.45 p.m.) LGNDON, March 30. The Manchester Guardian's diplomatic correspondent says that as a result of a close study of the Spanish confliet Germany's military experts have reverted to an exceedingly Jow opinion of the Italian army. Germany regards the campaign as "an experimental lahoratory for testing nioderh weapons and methods " Her experts concluded: (1) That German anti-airoraft artillery is altogether satisfactory. (2) German planes had not stood the tests so well, although opinions were divided as to whether it was th© pilots or the machines which were inferior to the Russian. (3) The German light tanks are very serviceable but inadequate for attackmg strongly fortxfied positions. (4) The German fleet is" disappointing.
