He did • not think Parliament was competent to de^l* with these matters and further iegislation of a reform character would be required. The present tendency was i'or appointment boards and bureaucracies, but he thought that method of legislating just as dangerous as leaving it to the incompetent hand of parliament. The only satisfactory method was the appointment of industrial boards representative of workers and emplpyers and including experts representing the State
