(Eeceived 13, 8.45 a.m.) GIBRALTAR, March 22. General de Llano, in a broadcast, admits a "slight retreat" by the rebels on the Guadalajara front. A loyalist communique from Balbao announces that the loyalists are holding their own on all fronts though bad weather retards their advanee to Siguenza. Santander messages announce the oompiete evacuation by the rebels of the port of Oviedo and the arrivftl Of refugees at Grado.
