Question of Financial Aid for Parties
NUGBY, Mareh 16. A comniunique states that a sub-com-mittee of the International Oommittee for Applicatioa of the Agreement regarding non-interVentiOn in Spain. today agreed that at present the most important task was to secure the effec* tive establishment of the International Board with a view to the scheme of observation of the Spanish frontiers being brought into full operation at the earliest possible moment. Immediato arrangements are thterBfore being made for meetings of the Board to be held .with a view to settiing with the utmdM jdispatch all outstanding details in reigard to the working of the observation ischeme. The first full meeting of tlie 'Board will be held to-morrow. It is understood that the question of Ifinancial aid to either of the parties to jthe Spanish eonflict was under diseuss!ion at to-day's meeting, and a Soviet jNote to Lord Mymouth, the chairman, was before the meeting. Russia while agreeing to discuss this ques.tioa in principle, indicated that she declined to agree to any diseussion affecting assets of the Spanish Government, including igold of the Bank of Spain. A debate ensued, but no solution was reached. Eurther outstanding questions not directly affecting the launching of tho supervision scheme were down for diseussion, but the Italian and Germau rcpresentativcs refused to proeeed witn these matters in view of the deadlock pa the question of financial aid,
