Zones Allocated to Four Powers
(Received 10, 8.45 a.m.) EUGBY, March 8. The International .Non-Intervention Committee has approved of a scheme for the obseryation of Spani'sh frontiers by land and sea to insure the application of the non-intervention agreement. The international board to &dminister the scheme will have power to decide all administrativp questions but xnugt sixbmit questions of principle tp fhe International Committee. On the Francp-Spanish and Gibral* tar-Spanish frontiers an international gtaff of observerg will be statiqned at the railway and road crossings while part of the staff will be equipped on a mobile busisThe observerg who will work in close coljaboration with the local autborities will be organised upder administrators in zopes. Ghips flying the flags of participating countries will be controliea under the system which the operating naval Powers have undertaken to put in force on March 13. When proceeding to Spain or Spanish possessions ships will be required to em* bark observing officers who will satisfy themselves that neither war material nor vplunteers are unloaded. Control will be reinforced by a system of naval observation to be undertaken in the respective zones allocated to them by the navies of Britain, France, Germany and Italy.
