Britain. wjll present the Bominions I with facts concerning the dangers in the internatiqnal situation, allowing them to draw their own conclusions. Th© obvious implication is co-operatiO*i, not merely towards actively developing their own defences, but to'wards combining in connection with keeping open imperial communications. Migration, air, shipping and communications will also be discnssed.
