Authority to Raise Loan ISSUE PRICE A SECRET (Eeceived 10, 10.15 a.m.) PARIS, Maroh 9. At a brief pesaion of the Chamber the Finance Minister, M. Vincent Auriol, eubmitted the Defence Loan Bill, which was referred to the finance committee. The preamble says that the ineasure shows the infiexible intentions of the Government to guarantee the national security while safeguarding finance?. The Bill merely authorjses the loan and the rate of interest, the price oi issue not being disclosed until the issu? is made.
