German and Italian eeonomics were incidentally arraigned at the League of Nation 's Raw Materials Committee meeting when Sir Robert Leith Ross declared that no transfer of territory could make any country self-sufficient, even if whole Continents were transferred. He added that if certain countriesj h'ad difficulty in obtaining raw materials it was the result of their economie and monetary policies combining excessive import quotas with rigid control.
