NON-INTERVENTION UNDERMINED BY LACK OF MONEY
(Received 3, 8.45 a.m.) LONDON, March 2. The Daily Telegraph 's diplomatic correspondent says: "I«ord Plymouth informed the Non-Interven-tion Snb-Oommittee that the application of the scheme of control had been delayed by countries refusing to pay their share." The correspondent understands that the chief defaulter is Germany which owes £160,000 of which £2000 is being paid in foreign eurrency. The offer to pay the remainder in German cnrrency is unacceptable. Foland's share is £20,000 and her payment is conditional on others' financial assistance. The scheme is already undermined.
