A survey conducted by tho "Big Brotlier and Big Sister" Federation " of New York sliows that 2.3 per cent of sebool children in New York State aro "problem children." The survey was conducted with the aim of discovering possible methods of treating or training problem children, who were defined as those out of adjustment with their aurroundings, About 58 per cent of the children reported a^ "problems" were between the ages of nine and fourtoen. Defective homo. conditions were found responsible for many of the problem children, but physical defects were found in 55 per cent Qf those in the State. It is forbidden in Germany, as in Great Britaih, for motorists to eound their horns at night, and it has been the practice for some time for drivers to give warning of their approach by flashing their headlights on and off. A device has now been perfected which converts the horn after dark into a visible signal. As the horn button is p'ressed, instead of sounding it connects with the headlights, causing them to flash four times in a second.
