FOUR-POWER PACT
Rumoirtfed German Offer to Austria MUST BANHAPSBURGS (Received 24, 11.46 a.m.) VIENNA. Feb. Baron von Neurath, German Foreign Minister, is reported to have proposed a four-Power defensive pact among Austria, Germany, Italy and Hungary, conditional on Austria undertaking not to restore the Hapsburgs, which would mean a lasting check on Nazi aspirations. Official quarters declai'e that the story is a pure invention. An atmosphere of extreme uneasiness has been created as a result of yesterday'e Nazi demonstrations, which have annoyed the Chancellor Dr. Kurt von Schuschnigg, while the mass arrest of Nazis haa angered Germany.
