Thousands of Trained Men Waiting Orders AMAZING DISCIPLINE

LONDON, Feb. 22. (Eeceived 23, 8.45 a.m.) Vernon Bartlett, revisiting Madtid and writing for the News-Chroniele says: "The Eepublicans greet the first day of the general ban on foreign volunteers sceptically and fear many more Italians and Germans will arrive to swell the in'surgent forces. Nevertheless, I am impressed with the immense potential manpower in the hands of the Government. Young men. defending the Republican trenches, havw developed a sense of discipline of which theie was no sign when I wais in Madrid in October. "General Miaja, when interviewed, said he could easily put 25,000 moro trained men into the field if rifles and machine-guns were available. Madrid is not so near capture as many think and the Eepublicans should be victorious if the Government 's organteing capacity and the people 's discipline survive the test of the coming week, for the spirit of Madrid remains amazing."
