"As Lord Chief Justice Hewart kas so well said, 'Justice skould not only be done, but skould manifestly be seOn to be done. ' Otkerwise respect for tke law_is undermined, and respect for tke law is tke basls of society," said Mr. Frank Birck in a reeent B.B.C. broadcast. "Dissatisfaction is very xeal and strong. Unfortunately it cannot makc itself keard. It is strongest among poor people wko don't get publieity and among lawyers wkose tecknical writings are not read by tke general public. But tkat legal experts are alive to tke trouble and anxious to cure it is skown by tkeir output of books on tke subject. Judges tkemselves frequently denounce abuses and defects. But f don't tkink we i can blame tke authorities for tkis state of tkings. Ratker we must blame ottrselveS— for our ignorance, which looks like indifference. And, witkout tke pressure and support of public opinion, reform is impOSsible It isn't easy anykow. It isn't easy to make laws simple, or justice ckeap and equitable tkronghout every every section of a society as complicated as ours. It is enougk to baffle experts. But, with tke best will in tke world, even tke experts can't have a skot at it, unless public opinion is bekind them." ^
