Restrictions would be placed on the use of American ports by the ' belligerehts' submarines and armed merchdntmen at| the discretion of the Fresident, and it would be unlawful for Cnited States citizens to travel on vessels or aircraft belonging to the belligerents. Aftierican ships would be forbidden to carry armaments of any kind beyond snal] arms, u'liieh the President might aiitkoiiso tho ofiiecrs to carry f'or discipllrtkry jiurposea.
