Permanent Neutrality By America ADVICE TO SENATE WASHINGTON, Feb. 21. The Senate Foreign Eelations Com- ' imittee recommended the Senate toi adopt the Pittman. permanent neutral-' ity resolution, provxding an embargo! on arms and munitidns as soon as the - Fresident proclaims war or civil war, anywhere in tho world, and the pro■hibition of loans to all belligerehts. American vessels would be prohibited from carrying goo'ds likely to. involve the-United States in the cofiflict. Restrictions would be placed on the use of American ports by the ' belligerehts' submarines and armed merchdntmen at| the discretion of the Fresident, and it would be unlawful for Cnited States citizens to travel on vessels or aircraft belonging to the belligerents. Aftierican ships would be forbidden to carry armaments of any kind beyond snal] arms, u'liieh the President might aiitkoiiso tho ofiiecrs to carry f'or discipllrtkry jiurposea. Senatoj Pittman, -explahung the measure, said every provision was simply to permit definite control of America 's own- citizens and attempt tc prevent them being killed by unneces' sarily going to places and committii^ acts.
