Estimate of Numbers (Received 17, 12.10 p.m.) PARIS, Feb. 16. The Government is strengthening the Spanish frontier guards in rCadiness fo* banning volunteers. Foreigners under General Franco are estimated as followd 30,000 Xtalians, 25,000 Germans, 25,000 Moors, and 5,000 others. Loyalist volunteers include 28,000 Frenchmen, 14,000 Belgiane, 11,000 Czechs, Britons and German an'd Italian anti-Fascists, and 6,000 Russians, mostly technicians.
