The Morning Post's diplomatio eorre^ spondent. says with regard to the no&( intervention proposals, that the unex pected decision is largely due 4o ihe French Ambassador, M. Corbin, whose vigorous Openittg fcpeech emphaslsed that France a month ago offered to impose a volunteer ban and nnless the others are now willing to do the same, France muet draw her own eonclusidns and act accordingly. The proposed ban should be fixed to operate by the weelt* end, Otherwise France would edopfc her own measures to protect French inter-> este in Spain and elsewhere. It is widely believed that M. Corbin 's diplomatic language concealed a threat to march two French divisions to Spain and finish the eivil War in a fortnight nnless other Powers stopped interf ering.
