(Reeeived 28, 11.25 a.m.) LONDON, Jan. 27. The "Daialy Telegraph's" Toledo correspondent says; "All chances' of a new offensive against Madrid have gone owing to torrential rains. Rivers are flooded and military operations are rapidly becoming impossible. General Franco 's lines of communication are also endangered owing to the sweeping away of a vital bridge. The luadarrama river is now uncrossable. A Santander message says that the msurgent cruiser Espana daringly seized a Government coaster at the entrance to Santander harbour despite bombing from a Government plane.
