A BOARD PROPOSED
NEW METHOD OF CONTROL. GOVERNMENT BILL. (By Telegraph-r-Speeial to the Star.) WELLINGTON,’ Oct. 30. the control of Mount Egmont for a radius of six miles from the summit • ~t he- ^P atua is to be vested m the Egmont National Park Board, which is to be constituted under the terms of the Egmont National Park Hill, introduced by the Minister of Lands to-day. Four local committees are to be set up, comprising persons who contribute not less than £1 annually,. and two are to be elected by each of the appointing local authorities in the area. Each committee shall exercise its powers within such portion i t .“ 1 ® park as is sP ecifi ed in that behalf y tie Board; and for that purpose the Board may divide the Park into not more than four divisions, and may assign a division to each committee. In the exercise >of its powers the committee shall be subject to the control of the Board. The committees are as follows: , North Egmont: Appointing local authorities Taranaki County Council, New Plymouth. Borough Counci, Clifton County Council. East Egmont: Inglewood Boyough Council, Inglewood County Council, Stratford Borough Council;' Stratford County Council. South Egmont: Eltham Borough Council, Eltham County Council, Hawera Borough Council, Hawera County Council. * West Egmont: Opunake Town Board Egmont County Council. ’ The National Park Board will comprise the Commissioner of Crofvn Lands for Taranaki, two persons appointed by the Governor-in-Council, two from each of the four local committees by resolution. These members will be appointed annually. The Government nominees will hold office for three years. THE BOARD’S POWERS. The Board will have the powers of a Domain Board, and will be authorised, subject to the Governor-General’s approval, to make regulations excluding the publie from any specified part or parts of the Park; prescribing the conditions on which any persons shall have access to or be excluded from the Park, or any part thereof; making charges for the admission of persons to the Park or any part thereof, and for the admission 'of horses and vehicles.
No rights to cut timber for trade purposes shall be included in such bylaws, and no person shall have or be given authority to fell any timber or trees growing in the Park without the approval of the Goyernor-General-in-Council first being obtained. Licenses may be issued to remove stone, gravel and similar substances, to provide accommodation for tourists, and raise loans. It may delegate its powers to local committees. FINANCIAL RESOURCES.
The Bill provides that the general funds of the Board shall consist of all moneys accruing in respect of the Park or received by way of penalties, fees or 'otherwise under this Act, and moneys from time to time appropriated by Parliament in aid of the Board’s funds, and all moneys from time to. time contributed to the Board by any local authority out of its general funds, and any . local authority is hereby empowered to contribute accordingly such sums as from time to time it thinks fit. All other moneys received by the Board from any source as part of its general revenue, including Tents derived from leases and tenancies, the trustees are empowered to invest, in the Board’s securities.
