The Times’ Rome correspondent says the Treaty, signed last February between Italy and Soviet Russia, has been a distinct disappointment. He declares that the expected increase in trade has been very slight, and Italian business men complain that Soviet regulations render commercial intercourse almost impossible.—Times.
