Negotiations which have been proceedings between British and German officials for the past three days with a view to drafting a commercial agreement broke down in consequence of the inability of the officials to discover a common basis of agreement. Strict secrecy is maintained by' both sides, but there is reason for ' stating that the breakdown, was mainly due to the German refusal to make concessions respecting the taxation of British goods exported to Germany, which will be subjected to practically prohibitive duties under the new German tariff now under course of preparation. The British negotiator returns to London to-day. 1
