WITHDRAWAL OF TROOPS. PREPARATIONS BEGUN. SX cable—pasaa association —coexaiGiii . . LONDON, Aug. 26. The Paris correspondent of the Morning Post says tiiat telegrams from Dortmund state that preparations for the evacuation have already begun. Four hundred and fifty German prisoners belonging to the Ruhr have been released and have arrived at Saarbruck, and the troops and customs officers in the Frankfort district have been instructed to observe less strictness, and even- in certain cases cease all surveillance.
