It is reported that an economic and financial agreement has been concluded at the Anglo-Soviet conference. Under the agreement Russia pays £28,000,000 against her debts to Britain.—Reuter. TREATY WITH JAPAN. Received Aug. 5, 9.15 a.m. LONDON, Aug. 4. Mr. MacDonald, in the House of Commons, said he regarded the stories of a Russo-Japanese treaty, cabled on July 31, as without foundation.—Aus.N.Z. Cable Assn. A previous message stated: The Paris correspondent of the Morning Post, on the authority of well-informed persons, exclusively transmits details of a secret Russo-Japanese treaty, which is on the point of signature, if not already signed. Under the treaty, it is stated, Japan undertakes to furnish Russia with heavy artillery and transfer surplus warships, which Japan is obliged to disarm under the Washington agreement, while Russia undertakes to cede to Japan all rights over oil deposits in northern Saghalien, thus ensuring an ample supply of fuel for the Japanese navy.
