The Times' Riga correspondeut states that extensive military preparations are proceeding in Russia, and German military experts are now actively cooperating with the Red Army leaders,' who have decided to order from abroad great qtiantities of technical equipment. In recent months the Soviet* has purchased from Holland, Italy and Switzerland over seven hundred aeroplanes and seventy-live submarines, besides large quantities of rifles and machine guns.—Times.
