There was no second plenary session of the inter-Allied Conference to-day, and there will" probably not be another until the three commissions dealing with the various controversial questions present their reports. These commissions, which sat about two hours in the evening dealing with the authority °f the Reparations Commission and the security for investors and bond-holders in France and Britain, are uniting to secure the presence of an American on the Reparations Commission in case of Germany’s default.
LONDON, July 17. Senator Relcourt has arrived and will represent Canada as an envoy extraordinary at the inter-Allied Conference.
