Royal House of Franco, in the course
of a speech, declared that Franco some day would find renewed prosperity under a constitutional Liberal Monarchy. lie advised the Monarchists for the present to support the authorities. London, Dec. 20. The Times, commenting on the speech, almost says that it amounts to the abdication of the Duke's rights.
