London, Dec. 20 Mr Barnes, the secretary of the Engineers' Society, expressed the hope that the new provisions agreement adopted by the Engineers' Conference will not be accepted by the men. He states that unless the employers consent to a reduction of hours of labor, the men will claim to have a voice in fixing the rate of pay. The Marquis of Lansdowne, who in a recent speech at Edinburgh outlined the Government scheme for improving the condition of the army, has now made a request to the Lord Mayor of London to appeal to the patriotism of the employers to assist in securing an extension of employment for the army reservists. He states that this is egsea*ial in order to maintain the jjjSpv of recruits. The Times states that owing to the German occupation of Kaio Ciiow, China considers the Russian action in goading _ a squadron to Port Arthur necessary. The presence of the Russian and German squadrons, and the seizure of Chinese territory has caused excitement in Japan. The 27th Regiment of Bombay Infantry, which were recently despatched from India for Mombassa, have reached their destination.
