AN ADDRESS BY LORD SALISBURY.

London* Nov. 10. Lord Salisbury, addressing a conference of members of the Conservative Union, said the splendid example of bravery, devotion, and patriotism of the British native soldiers in India commanded attention. Lord Elgin, Governor-General, in the moment of sudden danger and difficulty, showed great courage and resolution and acted worthily throughout the crisis. The charge made of a breach of faith on the part of the British towards the tribesmen was totally unfounded. His Lordship also denied the statement circulated to the effect that Great Britain had surrendered territory in Siam and Madagascar. The problem of the local government of London would not, he said, be solved nntil a large portion of the County Council's work was assigned to smaller municipalities, and it was likely legislation would be introduced to remedy the difficulty. The conference passed a resolution in favor of a substantial increase in the army, a Royal residence for Ireland, and remedial measures against foreign sugar and shipping bounties.
