The Berlin awl Vienna newspapers are publishing very bitter comments on the action of Great Britain with regard to the peace proposals between Turkey and Greece. They declare that Lord Salisbury is seeking a pretext to destroy the concert of the Powers. August 22. Germany threatens to withdraw from the concert of the Powers if Lord Salisbury insists upon his attitude towards Turkey and Greece. Athens, August 22. The foreign admirals at Crete have appointed an International Military Judicial Commission to try offenders endangering the peace of the island.
