[By Telegraph] (Per Press Association.) Wellington, This day. The Premier in reding said that the Harbor Board was thjp pwier authority to deal with the time was not yet ripe for its offffet ruction, though the time would inevitably come soon. As for placing the matter under the notice of the Secretary for the Colonies he hoped the deputation would not place him in a position he could scarcely defend. However, he was quite willing to put out a feeler when the defence questions were under discussion but was not prepared to prefer a request.
