The delay in proclaiming the scheme of autonomy is impeding the restoration of order in Crete. Russia strongly opposes the proposal for a plebiscite, and suggests that the Powers occupy Crete with 12.000 men, in addition to those engaged in the blockade. Greece is mobilising her army and navy. Mr Gladstone sent a telegram to Greece saying '• God hekl your efforts to stop coercion, aud avert English disgrace." C<>XSTAXTIXI>IT.K, March 12. The Porte is compelling Macedonia to advance a year's taxes. Loxdox, March 1:5. In the House of Commons the Hon. G. J. Gosc-hen, First Lord of the Admiralty, stated that the Government was closely watching the balance of power in the European navies, and if any abnormal efforts were made to disturb relations it would be considered whether it was better to complete the war vessels now in course of construction than commence building new ones. The Powers are considering the advisableness of issuing a further Note to Greece on the Cretan question.
